Challenges with implementing Article 7

Despite its importance, implementing Article 7 has been challenging. Developing countries often lack the resources and capacity to develop comprehensive adaptation plans and implement them effectively. There is also a lack of funding for adaptation efforts, which can make it difficult for countries to carry out their plans.
